Vladimir Putin signed Federal
Law On Amendments to the Criminal Code of the Russian Federation.
The Federal Law is aimed at improving the legal regulation of responsibility for violations of legislation
of the Russian Federation in export control.
To this effect, Article 189 of the Criminal Code of the Russian Federation, establishing liability for illegal
export from the Russian Federation or transfer of raw materials, materials,
equipment, technology, scientific and technical information, illegal
performance of works (provision of services), which can be used for the development of weapons of mass destruction, armaments and military hardware, is
set forth in a new version specifying the subject matter of the crime and a list of persons to whom the above products are illegally transferred or for whom works are performed (or services provided).
The Federal Law provides stricter penalties
for illegal export or transfer of weapons of mass destruction and their
vehicles of delivery, as well as goods or technology that can be used in the production of such weapons or their vehicles of delivery.
The Federal Law includes raw materials, materials,
equipment, technology, scientific and technical information and results of intellectual
activity, which can be used in the production of weapons or military equipment,
in the list of contraband articles, for which liability is established under Article
226.1 of the Code.
