Fit for 55: vote on carbon-pricing laws
In a vote at 14.00, Parliament will set its position on the Emissions Trading System reform, the EU Carbon Border Adjustment Mechanism and a new Social Climate fund to combat climate change. Following the rejection of the report on the revision of the EU Emissions Trading System in the last session, MEPs will vote again on the three draft laws, which are part of the Fit For 55 in 2030 package.

Debate ahead of summit and on EU prospects for Ukraine, Moldova and Georgia
In a debate with Commission President von der Leyen and the French Presidency, MEPs will outline their expectations for the 23-24 June European Council and assess the progress of Ukraine, Moldova and Georgia in becoming candidates for accession to the EU, before voting on a resolution on the latter on Thursday. The EU summit will focus on Russia’s war against Ukraine, the Conference on the Future of Europe, and economic issues. Leaders will also meet their Western Balkan counterparts.

“This is Europe” debate with Croatian Prime Minister Plenkovi?
At 16.00, MEPs will discuss the European Union and its future prospects with the Prime Minister of Croatia, Andrej Plenkovi?, followed by a round of interventions by political group leaders. Mr Plenkovi?’s address comes after exchanges with Estonian Prime Minister Kaja Kallas in March, Italian Prime Minister Mario Draghi in May, and Ireland’s Taoiseach, Micheál Martin, in June. A joint press conference by EP President Metsola and Prime Minister Plenkovi? is scheduled at around 17.00.

Assessment of the national recovery plans
In a debate with Commissioner Gentiloni, plenary will look into the use of funding to mitigate crises and the path of reforms taken by EU member states. A draft resolution to be put to the vote on Thursday calls for recovery funds to be conditional on the respect for the rule of law, and for ensuring maximum return on EU investment.

In brief
Montenegro’s progress towards the EU. MEPs are expected to call for Montenegro to advance in implementing electoral and judicial reforms and its fight against organised crime and corruption, in the framework of its EU accession process. They will vote on a resolution on Thursday.
Erasmus+: remove obstacles to make the programme truly inclusive. MEPs will discuss the barriers that limit those with fewer resources or with specific educational needs from participating in Erasmus+. They will vote on a draft resolution on Thursday calling for more funding.
