The United States continues to cooperate with the Republic of Türkiye to counter ISIS and disrupt ISIS facilitation networks, along with a broad variety of terrorist threats. In that vein, and in coordination with the Republic of Türkiye, the Department of State today is designating ISIS leader Adam Khamirzaev as a Specially Designated Global Terrorist.
*Adam Khamirzaev*, also known as Adam Islamovych Oliferchik, is the emir of the ISIS Georgia Province. Khamirzaev is being designated pursuant to E.O. 13224, as amended, for being a leader of ISIS.
Additionally, the Department of the Treasury designated three members of an ISIS-linked smuggling network pursuant to E.O. 13224, as amended, for providing support to ISIS.
* *Muhammadyusuf Alisher Ogli Mirzoev* is an Uzbekistani national involved in work to establish an ISIS-linked “military” training camp in mid-2023. Mirzoev is also being designated by the Government of Türkiye.
* *Muhammad Ibrohimjon Niyazov* is an Uzbekistani national and a supporter of the ISIS-linked smuggling network. Niyazov has provided administrative and logistics support for ISIS members in Türkiye. Niyazov is also being designated by the Government of Türkiye.
* *Olimkhon Makhmudjon Ugli Ismailov* is based in Uzbekistan and is a member of the ISIS-linked smuggling network.
These designations were implemented in coordination with the Government of Türkiye, which is concurrently taking domestic action against Khamirzaev and members of this network.
