New rules on packaging and packaging waste
*Starting around 14.00, MEPs will discuss with Commissioner Sinkevi?ius draft legislation to encourage the reduction, reuse and recycling of packaging and packaging waste in the EU. The vote on Parliament’s position will take place on Wednesday.

Fewer and safer pesticides
*From 9.00, plenary will debate with Commissioner Kyriakides planned measures to reduce the use and risk of plant protection products by 2030. The draft mandate –on which plenary will vote on Wednesday- foresees cutting the use of chemical plant protection products by at least 50% compared to 2013-2017. The use of so-called “more hazardous products” will have to be reduced by 65%.

*Starting around 10.15, MEPs will look into a draft bill establishing new CO2 emission standards for new heavy-duty vehicles -buses, trucks and trailers-, in a debate with Commissioner Hoekstra. Plenary will adopt its mandate for negotiations with EU member states at noon.

Future of the EU: Parliament’s proposals for Treaty reform
*From 15.00, MEPs will discuss possible changes to the EU’s core rules, as a follow-up to the Conference on the Future of Europe, with Commission Vice-President Šef?ovi?. The draft text to be put to a vote on Wednesday advocates a more bicameral system, as well as granting Parliament the full right to initiate legislation and increasing the number of decisions taken by qualified majority in the Council.

In brief*
EU 2024 budget. *Starting around 16.30, plenary will review the deal for a 2024 EU budget capable of addressing global challenges while supporting young people and research with Commissioner Hahn and Secretary of State for EU Budget Samblás for the Spanish Presidency. The final vote will take place on Wednesday, with President Metsola then signing the budget into law.
Rule of law in Hungary. *Later in the afternoon, MEPs will take stock of the continuing threats to the rule of law, judicial independence and EU funds in Hungary in a debate with Commissioners Hahn and Reynders and Secretary of State for EU Affairs Navarro for the Spanish Presidency.
Developments at Finland’s border with Russia. *In the evening, plenary will review the situation at Finland’s border with Russia – where a growing number of migrants are attempting to cross into Finland – and the need to uphold EU asylum and migration law.
Formal address by Kenyan President Ruto. *At 11.30, the President of Kenya William Ruto will deliver a speech to MEPs in the Parliament’s hemicycle.

Between 12.00 and 13.00, plenary will vote, among others, on:
EU rules to promote the repair of defective goods instead of their replacement; strengthening Europe’s net-zero technology products; an EU certification scheme for carbon removals; Parliament’s demands for the UN Climate Change Conference 2023 in Dubai, and a new EU framework for the social and professional situation of artists and workers in the cultural and creative sectors; reducing inequalities and promoting social inclusion in times of crisis for children and their families.
