RÉUNION DU COLLÈGE : Vers la prochaine transition technologique : La Commission présente la stratégie de l’UE pour être à la pointe du Web 4.0 et des mondes virtuels
La Commission a adopté aujourd’hui une nouvelle stratégie sur le Web 4.0 et les mondes virtuels afin d’orienter la prochaine transition technologique et de garantir un environnement numérique ouvert, sûr, fiable, équitable et inclusif pour les citoyens, les entreprises et les administrations publiques de l’UE.
L’internet évolue à un rythme extrêmement rapide. Au-delà de la troisième génération de l’internet, le Web 3.0, dont les principales caractéristiques sont l’ouverture, la décentralisation et le plein pouvoir des utilisateurs, la prochaine génération, le Web 4.0, permettra une intégration entre les objets et les environnements numériques et réels, ainsi que des interactions renforcées entre les humains et les machines.
Les [perspectives de l’économie de l’UE à l’horizon 2030](https://ec.europa.eu/commission/presscorner/detail/fr/ip_23_1668), publiées en mars, soulignent que la numérisation est l’un de ses principaux moteurs et que le Web 4.0 est une transition technologique majeure qui débouchera sur un monde interconnecté, intelligent et immersif. Le marché mondial des mondes virtuels devrait passer de 27 milliards d’euros en 2022 à plus de 800 milliards d’euros en 2030.
Les mondes virtuels auront un impact sur la façon dont les gens vivent ensemble, apportant à la fois des opportunités et des risques qui doivent être pris en compte. La nouvelle stratégie vise à créer un Web 4.0 et des mondes virtuels qui reflètent les valeurs et les principes de l’UE, où les droits des personnes s’appliquent pleinement et où les entreprises européennes peuvent prospérer.
La stratégie est en accord avec les objectifs 2030 du [programme politique de la Décennie numérique](https://digital-strategy.ec.europa.eu/fr/policies/europes-digital-decade) et avec trois de ses piliers clés de la numérisation : les compétences, les entreprises et les services publics. Le quatrième pilier, les infrastructures, est abordé par les [initiatives de la Commission sur la connectivité](https://ec.europa.eu/commission/presscorner/detail/fr/ip_23_985), ainsi que sur ses efforts plus larges sur les capacités de calcul, d’informatique en nuage et de périphérie. Il aborde également l’ouverture et la gouvernance mondiale des mondes virtuels et du Web 4.0 en tant que domaines d’action spécifiques.

RÉUNION DU COLLÈGE : Initiative citoyenne européenne : la Commission décide d’enregistrer une initiative visant à taxer les grandes fortunes dans l’UE
La Commission a décidé ce jour d’enregistrer une initiative citoyenne européenne (ICE) intitulée « Un impôt sur les grandes fortunes pour financer la transition écologique et sociale ».
Les organisateurs de l’initiative invitent la Commission à mettre en place un impôt européen sur les grandes fortunes au profit de la transition écologique et sociale. Cette initiative vise à contribuer à la lutte contre le changement climatique et les inégalités dans l’ensemble de l’UE, ainsi qu’à veiller à ce que les citoyens européens contribuent de manière équitable à la réalisation de ces objectifs. À ce stade, la Commission n’a pas analysé la proposition sur le fond.
À la suite de l’enregistrement d’aujourd’hui, les organisateurs disposent d’un délai de six mois pour lancer le processus de collecte de signatures. Si, en l’espace d’un an, l’ICE recueille un million de déclarations de soutien provenant d’au moins sept États membres différents, la Commission devra réagir.
L’initiative citoyenne européenne a été officiellement lancée en avril 2012. Depuis lors, la Commission a reçu 127 demandes de lancement d’une ICE ; 102 étaient recevables et ont donc pu être enregistrées. Solidarity Lanes: study on EU rail connections with Ukraine and Moldova suggests deploying European track gauge on key lines
A study published by the Commission and the European Investment Bank today suggests that the European track gauge on lines to Lviv and Chi?in?u should be deployed as a first step to improving connections between Poland and Ukraine, and between Romania and Moldova.
Since Russia’s invasion of Ukraine, the country’s land transport connections with the EU have become essential for Ukrainian imports and exports. The EU-Ukraine Solidarity Lanes have been created to strengthen the cross-border connections. The study published today is part of the Solidarity Lanes action plan. It analysed the barriers remaining, including the difference of rail gauge used in most of the EU versus the one used in Eastern Europe. The Connecting Europe Facility II has recently selected [nine projects](https://transport.ec.europa.eu/news-events/news/eu-invests-eu62-billion-sustainable-safe-and-efficient-transport-infrastructure-2023-06-22_en) for funding that will aim at improving crossing points. The Commission has also [proposed](https://transport.ec.europa.eu/transport-themes/infrastructure-and-investment/trans-european-transport-network-ten-t/ten-t-revision_en) to extend the Trans European Network–Transport to Ukraine and Moldova.
Commissioner for Transport Adina V?lean said: “By building the first EU rail gauge in Ukraine and Moldova, linking their railways with Poland and Romania, will bring them closer to the EU single market. With this study, we are setting the scene for long-term solutions, supporting Ukraine in its post-war trade and reconstruction. Ensuring interoperability from Poland through Ukraine, Moldova and Romania will also mean a smoother, more efficient travel experience for citizens.”
Taking into account likely costs, expected demand and line capacity considerations, the study suggests as a first step to establish a European track gauge connection from Krakow/Katowice (Poland) to Lviv (Ukraine), as well as from Iasi (Romania) to Chisin?u (Moldova). Further extensions are also suggested. The study also assesses the way in which the new standard gauge lines in Ukraine and Moldova would work with the network elsewhere in these countries, which will continue to use broad gauge.

Améliorer la qualité des stages : La Commission lance une première phase de consultation des partenaires sociaux
La Commission lance aujourd’hui [la première phase de consultation des partenaires sociaux européens](https://ec.europa.eu/social/BlobServlet?docId=27013&langId=en) sur le renforcement du [cadre de qualité de l’UE pour les stages](https://eur-lex.europa.eu/legal-content/fr/ALL/?uri=CELEX:32014H0327(01)). Le cadre existant définit 21 principes de qualité pour les stages que les États membres sont invités à mettre en pratique afin de garantir un apprentissage de qualité et des conditions de travail adéquates. Il s’agit notamment de fournir des conventions de stage écrites, des objectifs d’apprentissage clairs, ainsi que des informations transparentes sur la rémunération et la protection sociale.
Cette consultation, qui a lieu au cours de l'[Année européenne des compétences](https://year-of-skills.europa.eu/index_fr), vise à recueillir l’avis des organisations faîtières syndicales et patronales européennes sur la meilleure manière de fournir aux jeunes des expériences précieuses lors de stages dans des conditions équitables grâce à une future révision du cadre de qualité de l’UE pour les stages. La consultation définit les domaines d’action possibles de l’UE, notamment en ce qui concerne le champ d’application, la lutte contre l’utilisation abusive des stages, une rémunération équitable et l’accès des stagiaires à la protection sociale.
Le lancement de la première phase de consultation, ouverte jusqu’à la mi-septembre, fait suite à la [résolution](https://www.europarl.europa.eu/doceo/document/TA-9-2023-0239_FR.html) du Parlement européen appelant à une révision du cadre. Conformément aux [orientations politiques](https://ec.europa.eu/info/sites/default/files/political-guidelines-next-commission_fr_0.pdf) de la présidente von der Leyen en ce qui concerne les résolutions adoptées par le Parlement européen en vertu de l'[article 225](https://eur-lex.europa.eu/legal-content/FR/TXT/?uri=CELEX%3A12016E225) du traité sur le fonctionnement de l’Union européenne (TFUE), la Commission s’est engagée à répondre à ces résolutions par une proposition législative dans le plein respect des principes de proportionnalité, de subsidiarité et d’amélioration de la réglementation.
Selon une récente [enquête Eurobaromètre](https://ec.europa.eu/commission/presscorner/detail/fr/ip_23_2484), une majorité de jeunes Européens (76 %) ont appris des choses utiles sur le plan professionnel au cours de leur stage, et 68 % ont trouvé un emploi à l’issue d’un stage. En outre, dans sa récente [évaluation du cadre de qualité de l’UE pour les stages](https://ec.europa.eu/commission/presscorner/detail/fr/ip_23_71), la Commission a constaté que le cadre de l’UE aide les États membres à garantir aux jeunes des expériences professionnelles précieuses. Cette évaluation a mis en évidence l’incidence positive du cadre, en particulier dans les pays où les systèmes de stages sont moins développés. Toutefois, l’évaluation a révélé qu’il était possible d’améliorer l’application, le suivi et le respect des principes de qualité du cadre.

InvestEU: EIB lends €18 million to Rocsys for robotic electric vehicle charging infrastructure research and development
The European Investment Bank (EIB) has signed a €18 million quasi-equity deal with Netherlands-based provider of autonomous charging solutions for electric transport Rocsys BV. The EIB financing for the project is made possible with the support of the [InvestEU programme](https://investeu.europa.eu/index_en). The agreement will provide Rocsys with financing to accelerate the development and deployment of its second and third generation autonomous robotic charging solutions over the 2023-2025 period. Rocsys’ investment plans for this period will focus both on hardware and software technology development, as well as testing equipment.
Commissioner for Economy, Paolo Gentiloni, said: “Decarbonising our economies requires substantial and continuous investment in innovative technologies. I am proud of the significant contribution that InvestEU is making in this context. This agreement will support an infrastructure innovator business in the Netherlands developing autonomous robotic charging solutions. It will unlock the necessary resources at a critical stage of the technological development, while advancing important goals for the green transition, such as a sustainable and clean modes of transport.”
The [InvestEU programme](https://investeu.europa.eu/index_en) provides the EU with long-term funding by leveraging private and public funds in support of EU policy priorities. As part of the programme, the InvestEU Fund is implemented through financial partners who will invest in projects using the EU budget guarantee and thus mobilising at least €372 billion in additional investment.

Foreign Subsidies Regulation: Commission publishes call for tender for the provision of services and studies
The call for tender includes two lots: (i) market intelligence: contracts for the provision of consultancy services and studies in relation to the existence and impact of foreign subsidies across the EU economy; and (ii) case support: contracts for the provision of support in the context of individual enforcement cases.

Commission proposes new legal framework for more efficient and coordinated European statistics
The European Commission has adopted a [proposal](https://ec.europa.eu/transparency/documents-register/detail?ref=COM(2023)402&lang=en) to modernise and streamline the legal framework for European statistics. The proposed text would amend Regulation (EC) No 223/2009 on European statistics, first amended in 2015 to strengthen the overall governance of the European Statistical System (ESS).
In the context of increasing demands for more detailed information, produced more quickly, at a higher frequency and offering more in-depth insights in support of evidence-based EU policies, the general objective of this proposal is to significantly improve the responsiveness of the European Statistical System (ESS) to data needs. This will be achieved, amongst others, by providing a stronger legal framework allowing to tap the full potential of digital data sources and technologies through their re-use for European statistics.
The proposal will help make the ESS more efficient and effective by promoting data sharing and strengthening its coordination. At the same time, statistical confidentiality and data privacy will be strictly preserved. More specifically, the proposal will ensure sustainable and fair use of digital data sources for European statistics by (i) establishing a mechanism whereby private data holders can be required to enable the re-use of the data they hold for the production of European statistics; (ii) allowing to initiate statistical actions at EU level in response to crisis and extraordinary circumstances; (iii) mandating data sharing among National Statistical Authorities for statistical purposes, where relevant and justified; (iv) allowing the Commission (Eurostat) to share data with the National Statistical Authorities via a secure digital infrastructure; and (v) enhancing data interoperability and standardisation among National Statistical Authorities.
The proposal will now be transmitted to the co-legislators, the European Parliament and the Council, for the next stage of the legislative procedure.
Concentrations : la Commission autorise l’acquisition de six filiales d’ALD et LeasePlan par CACF et Stellantis
La Commission européenne a approuvé, en vertu du règlement européen sur les concentrations, l’acquisition de six filiales d’ALD et LeasePlan par CACF, basée en France, et Stellantis, basée aux Pays-Bas.
CACF acquerra le contrôle exclusif de Merrion Fleet Management Limited, basée en Irlande, d’ALD Automotive AS, basée en Norvège, de LeasePlan Finland Oy, basée en Finlande, et de LeasePlan Çeská republika s.r.o., basée en République tchèque. CACF et Stellantis, par l’intermédiaire de leur entreprise commune Leasys, acquerront le contrôle conjoint de LeasePlan Luxembourg S.A., basée au Luxembourg, et de SGALD Automotive – Sociedade Geral de Comercio e Aluguer de Bens, S.A., basée au Portugal.
Les six filiales d’ALD et LeasePlan, cédées en application des engagements offerts par ALD en novembre 2022 dans l’affaire [M.10638](https://ec.europa.eu/commission/presscorner/detail/en/IP_22_7087), sont actives dans le leasing de véhicules automobiles. CACF, qui fait partie du groupe français Crédit Agricole, est active dans le secteur du crédit à la consommation. Stellantis est active dans la conception, l’ingénierie, la fabrication, la distribution et la vente de véhicules automobiles, de composants et de systèmes de production.
La Commission a conclu que la concentration envisagée ne soulèverait pas de problème de concurrence, compte tenu de son impact très limité sur la structure du marché. La transaction a été examinée dans le cadre de la procédure normale de contrôle des concentrations.
Mergers: Commission clears acquisition of ProMach by BDT and LGP
The European Commission has approved, under the EU Merger Regulation, the acquisition of joint control of Pro Mach, Inc. (‘ProMach’) by BDT Capital Partners, LLC (‘BDT’) and Leonard Green & Partners, L.P. (‘LGP’), all of the US.
ProMach is a provider of packaging machinery solutions and related aftermarket products and services serving manufacturers of all sizes and geographies across several industries. BDT is a merchant bank specialised in investments in family-owned and founder-led businesses. LGP is a private equity investment firm mainly investing in companies providing services.
The Commission concluded that the proposed acquisition would raise no competition concerns, given the absence of horizontal overlaps and vertical links between the activities of ProMach in the European Economic Area and the activities of both BDT and LGP. The transaction was examined under the simplified merger review procedure.

Bosnia and Herzegovina: Statement by High Representative/Vice-President Borrell and Commissioner Várhelyi on the 28th anniversary of the Srebrenica genocide
Yesterday, High Representative/Vice-President, Josep Borrell, and Commissioner for Neighbourhood and Enlargement, Olivér Várhelyi, issued the following statement to commemorate the 28th anniversary of the Srebrenica genocide:
“Twenty-eight years ago, one of the darkest pages of European history was written. We share the grief and pain of the families and friends of the victims and of the survivors of the genocide in Srebrenica.
Europe remembers its responsibility and failure to protect. Today, while war rages again on the European continent, we vow to do better to defend peace and protect life.
In commemorating the consequences of armed conflict, the European Union reiterates its commitment to Bosnia and Herzegovina’s sovereignty, independence and territorial integrity. As a candidate country, Bosnia and Herzegovina’s future lies within the European Union.
Reconciliation can only be built upon truth, peace, and upon justice. There can be no tolerance for genocide denial, historical revisionism, and glorification of war criminals. All civil and political leaders in Bosnia and Herzegovina have the responsibility to work together to build a better future based on dialogue and mutual understanding to strengthen and defend peace and human dignity for the benefit of all generations.”

EU-ASEAN: High Representative Josep Borrell travels to Indonesia
On 12-14 July, High Representative/Vice-President Josep Borrell will be in Indonesia on the occasion of the annual Ministerial Meeting between the EU and the Association of Southeast Asian Nations (ASEAN), as well as the ASEAN Regional Forum (ARF) Ministerial Meeting.
On 13 July, High Representative/Vice-President Borrell will co-chair the annual EU-ASEAN Ministerial Meeting, alongside the Foreign Secretary of the Philippines, Enrique Manalo. At this meeting, the EU and ASEAN will review the progress made under the new [EU-ASEAN Plan of Action for 2023-2027](https://www.eeas.europa.eu/eeas/plan-action-implement-asean-eu-strategic-partnership-2023-2027-0_en). Ministers will also discuss the implementation of decisions adopted at the first-ever EU-ASEAN Commemorative Summit involving EU and ASEAN Member States’ Leaders, held in Brussels in December 2022.
On 14 July, the High Representative/Vice-President will represent the EU at the ASEAN Regional Forum (ARF) Ministerial, chaired by Indonesia. ASEAN Member States will participate alongside the other 17 ARF partners to exchange views on a number of regional and global issues.
While in Jakarta, the HR/VP will also hold a series of bilateral meetings with various regional and international interlocutors.
