Active Transportation Commission
The February 2026 Active Transportation Commission (ATC) meeting will be held on Thursday, February 19, 2026 in City Hall Council Chambers at 5:30pm. The agenda includes the following discussion items:
Vision Zero Action Plan UpdateH Street Bikeway
During last month’s meeting, Commissioners selected leadership for the 2026 calendar year. Commissioner Isaac Gonzalez will serve as Chair and Commissioner Donald Gibson will serve as Vice Chair.

February is Black History Month
Black History Month is celebrated to recognize the achievements and contributions of Black change makers. This month, join our team as we learn about and celebrate some of the Black innovators who made an impact on transportation:
Lois Cooper made history as the first Black woman hired as a transportation engineer in Caltrans’ Engineering Department. Her achievement represents a major step forward in diversifying the transportation field and paved the way for future generations of women and people of color to pursue careers in engineering.The Safe Bus Company was formed in 1926 by a group of jitney operators who came together to form their own transportation system for Black residents in Winston-Salem. The company was an immediate success and grew to more than 80 drivers, carrying 8,000+ passengers each day.Garrett Morgan acquired a U.S. patent in 1923 for the first traffic signal featuring three-positions: Stop, Go, and an all-directional stop position. This feature made it safer for motorists and pedestrians to pass through intersections.
Help the City Improve Transportation Safety
The City of Sacramento is updating its Vision Zero Action Plan, a citywide commitment to eliminate transportation deaths and serious injuries on our streets.
As part of this update, we are asking community members to take a survey to share their experiences, perspectives, and priorities to guide where and how the City invests in safety improvements.
The survey is open through February 22, 2026.

Two Plans are Better Than One
The Transportation Planning team is kicking off community engagement for – you guessed it – two Vision Zero and Mobility Plans this March! If you live, work, or travel to the Arden-Auburn area or on Fruitridge Road, you’ll want to get involved.
Why these corridors? These roadways are part of Sacramento’s Vision Zero High Injury network, which means they have some of the highest number of fatal and serious crashes in the City. Read more below to learn about each project and their upcoming community workshops.
Fruitridge Road Safety & Mobility Plan
The Fruitridge Road Safety & Mobility Plan will center community vision and data analysis to develop a plan to improve a key east-west corridor by enhancing safety, mobility, and access for all roadway users.
The study area includes Fruitridge Road between Riverside Boulevard and Stockton Boulevard, spanning city and county jurisdictions.

Arden-Auburn Mobility Plan
The Arden-Auburn Mobility Plan includes both Arden Way (from Del Paso Boulevard to Ethan Way) and Auburn Boulevard / Harvard Street (from Marconi Circle to Arden Way).
This plan will reimagine how people travel on these sections of Arden Way and Auburn Boulevard – whether walking, biking, driving, or taking transit – and explore strategies to reduce injuries and fatalities.

Riding in the Rain
Rainy days don’t have to wash away your confidence! Take a few minutes to prepare before your next bike trip.
Check Conditions: Check real-time weather and road conditions to plan your route by tuning in to your favorite weather news source. If conditions are too poor for bicycling, consider taking transit for your trip. If you decide on this alternative, check SacRT’s Alerts page for potential service disruptions, detours, closures or other changes affecting bus and light rail riders.
Gear Up: To stay comfortable on two wheels, you’ll want to prioritize keeping dry and staying visible. Layer up with a waterproof jacket and rain pants – or gaiters, a protective garment worn over shoes and lower legs, if you have them. Waterproof shoes or boots can make a big difference, too.
Now it’s time to layer up your bike. Consider adding reflective gear, fenders, and waterproof panniers (bags designed to attach onto the rack of your bicycle) to keep both you and your belongings dry. If you’re without a pannier and in a pinch, a plastic bag will do the trick!
Pro tip: Remember that per California law, front lights and rear reflectors are required when biking (CVC §21201). We also recommend rear red lights.
Ride Smart: Slow down and ride with extra distance around others. Brake slowly to avoid skidding and pay attention to pools of water, they may be deeper than they appear. Be prepared with another way to get to your destination, such as taking transit or a rideshare, if the weather is too poor to bike.
