WHO at COP30 in Belém, Brazil
The 30th United Nations annual climate conference ( COP30 [https://unfccc.int/cop30]), taking place from 10 to 21 November 2025 in Belém, Brazil, represents a key moment to advance global efforts linking climate and health, and to ensure the legacy of the health agenda established at COP28 (UAE) and COP29 (Azerbaijan) continues into the decade of action.
The World Health Organization (WHO) will be present at COP30 with the Health Pavilion [https://www.who.int/news-room/events/detail/2025/11/10/default-calendar/cop30-health-pavilion], high-level events, and new global initiatives to emphasize the urgent need for health-centered climate policies (see Health at COP30 [https://www.who.int/teams/environment-climate-change-and-health/climate-change-and-health/advocacy-partnerships/talks/health-at-cop30] for more details).
WHO and partners will continue to highlight that health is the human face of climate change, and the most compelling reason for bold, ambitious, and equitable climate action.
Key health media moments and launches at COP30:
12 November – 14 November: The Belém Health Action Plan (BHAP) [https://cdn.who.int/media/docs/default-source/climate-change/en—belem-action-plan.pdf] is a flagship outcome of Brazil’s COP30 Presidency, providing a strategic roadmap to strengthen the health sector’s adaptation and resilience to climate change. The BHAP responds to objective 16 of the Action Agenda of ‘promoting resilient health systems’. Overall, the action agenda – anchored in six thematic axes and 30 key objectives – guides countries in strengthening health infrastructure, workforce capacity, governance, and cross-sectoral action to protect health in a warming world. The Belém Health Action Plan is expected to be launched on 12 or 13 November.
13 November: Health Day at COP30 [https://www.who.int/news-room/events/detail/2025/11/13/default-calendar/cop30-health-day] will put the spotlight on climate and health, with ministers and experts sharing bold statements, key outcomes, and solutions to protect vulnerable communities. COP30 Ministerial 2025 will coincide with Health Day. Ministers from around the world will meet on 13 November at COP30 to discuss urgent climate action and accelerate implementation. The Ministerial will focus on strengthening climate resilience, advancing sustainable development, and fostering global cooperation to limit warming and protect vulnerable populations. A press conference is planned at 12 o’clock (Brazil time) for all accredited UNFCCC journalists.
14 November: WHO and the Government of Brazil (COP30 Presidency) will launch two reports under the Belém Health Action Plan: COP30 Special Report on Health and Climate Change: Evidence for Action – Delivering the Belém Health Action Plan and the Social Participation, Climate and Health. A Special Report to Support Implementation of the Belém Health Action Plan, focusing on social participation, governance, and inclusive leadership. Together, the reports provide evidence-based guidance and practical tools for building climate-resilient, equitable health systems worldwide. A media roundtable is planned to take place immediately following the official launch of the two reports at 11:00 (Brazil time).
14 November is also the ATACH [https://www.who.int/initiatives/alliance-for-transformative-action-on-climate-and-health] Day at the Health Pavilion: “ATACH delivers results: new commitments for resilient and low-carbon health systems”.
Health Pavilion
For the fifth consecutive year, WHO, in collaboration with the Wellcome Trust and the health community, will host the Health Pavilion at COP. The COP30 Health Pavilion will be located in the Blue Zone and will convene the global health community and key stakeholders across various sectors to ensure health and equity are placed at the centre of climate negotiations. It will offer a rich 2-week programme of events showcasing evidence, initiatives and solutions to maximize the health benefits of tackling climate change across regions, sectors and communities. All events will be livestreamed and open to media with UNFCCC accreditation.
