Transportation Safety Initiative Quick Build
Approved by Council!
On March 25th, City Council approved staff to move forward with a new transportation safety initiative. This effort will focus on quick build efforts in a two-tiered approach:
Tier 1 Projects: The City will implement quick, smaller cost-effective solutions that can be implemented within months to address high risk areas identified through real- time crash data, in collaboration with the Police Department’s Traffic/Major Collision Investigation Unit (MCIU). This includes the establishment of a new team in Traffic Engineering that includes a Supervising Engineer, a Senior Engineer, 2 Assistant Engineers, a Traffic Investigator, and an Administrative Analysist.
The next steps for Tier 1 and the new team will be recruitment to fill the new positions.
Tier 2 Projects: The City will implement one to three projects that are interim or quick build solutions to situations that may later require a more engineering-design-intensive solution. These tier 2 projects are solutions that can be completed within a year, focusing on major High Injury Network (HIN) corridors and Vision Zero priorities. Many of these will be interim solutions while staff pursues grant funding for full complete-streets investments. This work will be managed by the existing teams in the Engineering Services Division and the next steps design work for quick build opportunities on key HIN corridors.
This initiative is funded through existing transportation specific funding reallocated to this effort.
Franklin Boulevard Groundbreaking
The City of Sacramento held a Groundbreaking Ceremony on March 27th for the Franklin Boulevard Complete Street project. The ceremony was attended by Mayor Kevin McCarty, Councilmember Caity Maple, and County Supervisor Patrick Kennedy, along with the project team, advocacy groups, local businesses, and members of the community.
This project was created through a grassroots effort, with a goal to transform Franklin Boulevard from a high-speed freeway bypass route for commuters into a main street with calmer traffic and comfortable sidewalks and bike facilities for families to travel on within their community.
The Franklin Boulevard Complete Street project is located between Sutterville Road and 32nd Avenue. The project will rehabilitate the pavement to good condition, reduce vehicle lanes from four to two lanes to calm traffic, widen sidewalks, install landscaping, shade trees and pedestrian lighting, and construct separated bikeways. The separated bikeways will use concrete islands to provide robust separation for people on bikes from moving traffic.
The design and construction was largely funded by competitive federal and state transportation grant programs, including programs administered through the Sacramento Area Council of Governments, and the California Transportation Commission’s Active Transportation Program. Construction begins this month and will take approximately one year.
