CPM-19: Global Forum on Plant Health and Phytosanitary Standards
FAO Headquarters, Rome, Italy – 17-21 March 2025
The Nineteenth Session of the Commission on Phytosanitary Measures (CPM-19) will take place at the Food and Agriculture Organization of the United Nations’ (FAO) Headquarters in Rome from 17 to 21 March 2025, gathering international experts, policymakers, and stakeholders to discuss the future of global plant health. As the governing body of the International Plant Protection Convention (IPPC), the CPM is responsible for setting international plant health standards that safeguard biodiversity, ensure food security, and facilitate global trade.
The session will provide a platform for evaluating the progress of the IPPC Strategic Framework 2020-2030 at its mid-term stage and addressing the challenges and opportunities that lie ahead in protecting plant health worldwide. Discussions will focus on advancing phytosanitary measures, fostering innovation, and mobilizing resources to strengthen global plant protection efforts.
A major highlight of CPM-19 will be the adoption of key international phytosanitary standards. ISPM 46, the first commodity-specific standard, will facilitate the safer international trade of fresh mango fruit, while ISPM 39 will provide a framework for mitigating pest risks associated with the movement of wood. The session will also mark the official launch of the IPPC Plant Health Campus, an initiative aimed at promoting education and collaboration in plant health.
Additionally, the event will feature the launch of a new report, “Investing in Trade Digitalization – The Case of e-Phyto,” scheduled for release on Tuesday, 18 March. This report will highlight the impact of digital phytosanitary certification (e-Phyto) in facilitating safer and more efficient trade, reducing administrative burdens, and improving global biosecurity measures.
FAO Director-General QU Dongyu will address the opening session on 17th March. Sessions will delve into pressing phytosanitary issues, including emerging plant health threats, sustainable trade practices, and innovative approaches to risk management.
CPM-19 provides a crucial forum for strengthening international cooperation in plant health and reinforcing the role of phytosanitary standards in sustainable agriculture and trade.
