Three candidates shortlisted for the 2024 Václav Havel Prize
Meeting in Prague, the panel – made up of independent figures from the world of human rights and chaired by the President of the Parliamentary Assembly of the Council of Europe (PACE) Theodoros Rousopoulos – decided to shortlist the following three nominees, in alphabetical order:
Akif Gurbanov, Azerbaijan
The nominee is a human rights defender, political activist and active member of the Azerbaijani civil society. He is the co-founder of the Institute of Democratic Initiative (IDI) and of the Third Republic Platform. He was arrested in March 2024 in a wave of arrests targeting journalists and activists in the country.
María Corina Machado, Venezuela
The nominee is a leading political figure in Venezuela engaged in denouncing human rights abuses in her country and defending democracy and the rule of law. She is the co-founder of the Venezuelan volunteer civil organisation ‘Súmate’ for civil and political freedom, rights and citizen participation.
Babutsa Pataraia, Georgia
The nominee is a leading feminist activist and human rights lawyer in Georgia. She is the Director of ‘Sapari’, an NGO focusing on women’s rights and providing support for victims of violence since 2013. She has worked for over a decade to fight against feminicide, sexual violence against women, and sexual harassment.
Announcing the panel’s choice, the PACE President paid tribute to all defenders of human rights who, sometimes at the cost of their lives, stand firm to protect and promote fundamental freedoms and human rights. “Today, more than ever, it is of paramount importance to celebrate the women and men who, by their courage, determination and strength, show us the path to freedom. Their fight is an example for all of us, and I am happy that the Václav Havel Human Rights Prize has celebrated their action since its creation eleven years ago.”
Since its creation, the Prize has been awarded in turn to Osman Kavala (2023), Vladimir Kara-Murza (2022), Maria Kalesnikava (2021), Loujain Alhathloul (2020), jointly to Ilham Tohti and the Youth Initiative for Human Rights (2019), Oyub Titiev (2018), Murat Arslan (2017), Nadia Murad (2016), Ludmilla Alexeeva (2015), Anar Mammadli (2014) and Ales Bialiatski (2013).

Trois candidat·e·s présélectionné·e·s pour le Prix Václav Havel 2024
Réuni à Prague, le jury – composé de personnalités indépendantes du monde des droits humains et présidé par Theodoros Rousopoulos, le Président de l’Assemblée parlementaire du Conseil de l’Europe (APCE) – a décidé de présélectionner les trois candidat·e·s  suivant·e·s, par ordre alphabétique :
Akif Gurbanov, Azerbaïdjan
Le candidat est défenseur des droits humains, militant politique et membre actif de la société civile azerbaïdjanaise. Il est cofondateur de l’Institut d’initiative démocratique (IDI) et de la Plateforme de la Troisième République. Il a été arrêté en mars 2024 lors d’une vague d’arrestations visant des journalistes et des militants dans le pays.
María Corina Machado, Venezuela
La candidate est une personnalité politique majeure au Venezuela, engagée dans la dénonciation des violations des droits humains dans son pays et la défense de la démocratie et de l’État de droit. Elle est cofondatrice de l’Organisation civile bénévole vénézuélienne ‘Súmate’ qui milite pour la liberté civile et politique, les droits et la participation citoyenne.
Babutsa Pataraia, Géorgie
La candidate est une militante féministe de premier plan et avocate des droits humains en Géorgie. Elle est Directrice de ‘Sapari’, une ONG qui met l’accent sur les droits des femmes et apporte un soutien aux victimes de violences depuis 2013. Elle travaille depuis plus d’une décennie pour lutter contre les féminicides, les violences sexuelles contre les femmes, ainsi que le harcèlement sexuel.
En annonçant le choix du jury, le Président de l’APCE a rendu hommage à tous les défenseurs des droits humains qui, parfois au prix de leur vie, se battent pour protéger et promouvoir les libertés fondamentales et les droits humains. « Aujourd’hui, plus que jamais, il est primordial de célébrer les femmes et les hommes qui, par leur courage, leur détermination et leur force, nous montrent le chemin de la liberté. Leur combat est un exemple pour nous tous et je suis heureux que le Prix des Droits de l’Homme Václav Havel célèbre leur action depuis sa création il y a onze ans ».
