The global union federations Public Services International and IndustriALL Global Union, and
the European federations, European Federation of Public Service Unions, EPSU, and
Industriall European Trade Union, express our unreserved support and solidarity with all
ENEL workers during their mobilizations organized by the Italian Federations Filctem-CGIL,
Flaei-CISL and Uiltec-UIL demanding that ENEL immediately halt the unilateral imposition
of decisions on its workforce.
We are shocked to learn that ENEL, in violation of the Global Framework Agreement (GFA)
and the European Works Council Agreement, is making decisions that have severe negative
impacts on the working conditions of ENEL workers without their participation in decisionmaking. We have negotiated mechanisms to facilitate social dialogue and resolve conflicts
exactly for this reason.
We strongly condemn ENEL’s recalcitrant stance in its dealings with our Italian affiliates
concerning, inter alia, the imposition of changes to working hours arrangements, outsourcing
of operations on the electricity grid, and the refusal to renew an agreement on remote work.
We call on ENEL to act responsibly and in full accordance with the letter and spirit of the
signed agreements with the European and Global Union Federations.
We expect that ENEL, as a recognized global leader in the energy sector, with accumulated
practices and achievements around the world, will not risk its reputation and the wellbeing
of its workers by adopting unilateral cost-cutting measures that directly impact those same
workers and their communities.
