New record for Terna: +20% compared to the overall value of 2022
Key projects authorised in 2023 include the western branch of the Tyrrhenian Link, Sa.Co.I
3 and works to provide power for the 2026 Milan – Cortina Olympics
Approval for 23 grid development projects across the country
Rome, 19 February 2024 – In 2023 the Italian Ministry of Environment and Energy Security and the
regional councils authorised 23 development projects of the Italian national transmission grid, with
total investment of more than € 3 billion.
This marks a new record for the Group led by Giuseppina Di Foggia, confirming Terna’s central role
in Italy’s energy transition and ongoing collaboration between the company and Italian institutions.
The figure is up 20% on 2022, when authorised projects reached a total value of more than 2.5 billion
euros, and has tripled since 2021.
The main contribution to this result comes from the western branch of the Tyrrhenian Link, the
section of the submarine power line that will connect Sicily and Sardinia, valued at over € 1.8 billion.
The eastern branch of the project, set to connect Sicily and Campania, was authorised in 2022. The
1,000 MW Direct Current submarine connection will run for 970 km, and is a strategic project for the
Italian electricity system, crucial for achieving the energy transition goals set in the Integrated
National Energy and Climate Plan (PNIEC).
Another significant Terna project authorised last year is Sa.Co.I 3, the 200 kV submarine cable that
will connect Sardinia, Corsica and Tuscany, with a total capacity of up to 400 MW. The project will
help to strengthen the country’s role as energy hub in Europe and Mediterranean region.
In addition, there are two projects of around € 50 million each, falling within the scope of Terna’s
plans to increase the security and efficiency of the high and extra-high-voltage grid in the areas that
will host the 2026 Milan – Cortina Olympic Games and Paralympic Games.
These are the 19 km “Moena-Campitello” underground cable power line in Val di Fassa (Trento) and
the 22 km underground connection between Vandoies and Brunico (Bolzano). Both projects will
increase grid meshing and resilience of the electricity transmission system in areas frequently
affected by extreme weather events in recent years. Terna has already begun work on the two
infrastructure projects, with the aim of completing them by the end of 2025.
Furthermore, two projects in Lazio were included in the list of key projects authorised, in terms of
total investment: the underground cable power line of over 17 km between the Rome South electrical
substation and the Ciampino primary cabin. This € 30 million project falls within the scope of wider
plans to restructure the power grid in the southern area of the Italian capital. The second is the “Pian
di Tortora-Viterbo”, an underground cable connection in the province of Viterbo which will increase
grid meshing in the area and boost efficiency and reliability of the transmission service.
Terna’s infrastructures also have important environmental, social and economic benefits. More than
700 km of the new projects authorised will use submarine or underground technology, with positive
impacts for the landscape and local communities. Overall, the 23 projects approved will enable
demolition of over 60 km of existing overhead lines and removal of more than 250 pylons, freeing up
over 500 hectares of land.
Finally, at the start of 2024, the Italian Ministry of Environment and Energy Security authorised the
Adriatic Link, Terna’s submarine power line that will connect the regions of Marche and Abruzzo
and will see investment of approximately € 1.3 billion.
