A private mobile network infrastructure to improve operating efficiency
by digitalising electrical assets
Rome – 6 December 2023 – Terna and WINDTRE have announced a project for the creation and
management of a Mobile Virtual Network Platform, a private network infrastructure that will
enable Terna to improve operating efficiency, enhance communication processes and manage its
infrastructure more efficiently by digitising assets.
In particular, Terna, the Italian power grid operator which manages approximately 75,000 km of
high and extra-high voltage power lines and over 900 electrical substations across the country, will
benefit from the stronger information flows coming from the sensors distributed along the lines,
developing an increasingly digitised, high-performing and proactive management model.
The WINDTRE next-generation network will guarantee safe and stable connections with solutions
tailored to the specific needs of Terna, which in turn will be able to have advanced mobile
telecommunication technologies to extend the perimeter of the electricity infrastructure that can
be monitored remotely. These technologies will also help improve the digitalisation of electrical
assets to further increase the resilience and flexibility of the national power grid managed by
Terna.

This platform will strengthen Terna’s telecommunication system, pairing wireless technologies with
fibre connectivity systems on power lines to manage the monitoring and sensors linked with
transmission network operations.”
Innovation is a strategic driver for Terna to achieve energy transition and sustainability. The Italian
power grid operator is currently installing the sensors and the monitoring and diagnostic systems,
also predictive ones, to improve the safety, reliability and resilience of the power grids also to
benefit areas where power lines are located. Innovative digital tools are being placed on Terna
pylons: weather stations, force sensors, accelerometers and inclinometers are attached to cables
and wires. The WINDTRE Virtual Network Platform is an important fibre network backup for
Terna’s electrical substations.
