HOMELESSNESS PROJECTS FUNDING RECIPIENTS
Fund shelters to operate as 24-7 service hubs
Current provincial funding is for 12 hours of overnight operation. Funding shelters to operate
during the day will help shift their focus from managing to end homelessness. The 24-hour
service will reduce barriers to accessing shelters and foster a more person-centered approach,
allowing people to utilize shelter services whenever they need. It will also allow shelters to offer
better case management services, programming to support well-being and shelter during
periods of extreme weather.
The following organizations will receive funding as follows:
Siloam Mission – $600,000;
Main Street Project – $600,000;
Brandon Neighborhood Renewal Corporation to expand the Blue Door Project – $350,000;
CMHA Swan Valley/The Pas – $700,000;
Manitoba Keewatinowi Okimakanak (MKO) – for the Thompson Homeless Shelter
$350,000.
Proposal Development Funding
The Proposal Development Funding (PDF) Program supports the creation of affordable and
social housing projects by providing funding to offset costs for preparing their housing project
proposal. The PDF program provides interest-free loans of up to $75,000 to assist non-profit
groups and co-operative housing organizations to offset costs incurred in the predevelopment
stage needed to secure financing for an affordable housing project.
PDF loans help offset project development costs such as business planning, project
development consulting, architectural/engineering services, legal services, land-based work
(environmental site assessments and geotechnical analyses), and other miscellaneous
expenses.
Manitoba Housing released a call for applications on Aug. 12, 2022, that closed on Oct. 17,
2022. A total of 13 applications were received and evaluated against predetermined scoring
criteria.

-2PDF loans are repaid from the first advance of Manitoba Housing capital contribution (if
applicable) or other sources secured by the proponent the mortgage loan if the project
proceeds to construction. PDF loans are repaid from the first advance.
Loans of up to $835,000 will be provided to the 13 projects selected under the 2022-23 PDF

Eritrean Community in Winnipeg – $75,000;
Bannerman Green Housing Not for Profit Housing Co-op – $75,000 (Winnipeg); and
Equal Housing Initiative – $75,000 (Winnipeg).
