Province Accepts Final Report on
Operational Review of The Link
In February 2023, Manitoba Families contracted with a third party to conduct an independent review of The Link. The department has received and accepted the final report.
The review focused on the services, as well as the financial and human resource management practices, of The Link as it relates to services the province has contracted to provide to children, youth and families.
The reviewers found areas for improvement in terms of policies and practices, and during the course of the review did not refer any child safety concerns to the child and youth services division of Manitoba Families.
The review makes several recommendations to The Link and its board of directors including:
– 19 recommendations to improve financial management, of which 14 are reported as complete or in place and the remainder are in process;
– nine recommendations to improve service delivery, of which six are reported as complete or in place and the remainder are in process; and
– a recommendation to create a human resources committee of the board to focus work on employee compensation, staff recruitment and retention, and the development of processes to address the Public Interest Disclosure Act.
The findings of the report will be shared with partners including the current board of The Link, the Manitoba Advocate for Children and Youth, and the Auditor General of Manitoba.
Manitoba Families will continue to monitor The Link’s work to address the findings and recommendations in the report. In addition, the department continues to provide strong oversight to the placement resources provided by The Link, which includes regular and ongoing engagement to ensure all licensing standards are met.
