The Summer Ahead: Key Events and Meetings – 3 July-3 September 2023
Publication of the latest statistics on alternative sanctions to imprisonment in Europe
Conducted for the Council of Europe by the University of Lausanne, the survey contains data on probationers from 48 probation administrations serving different community sanctions or measures, including alternatives to detention, such as electronic monitoring, community service, home arrest, treatments, semi-liberty or conditional release. The survey also includes an analysis of trends in the offender populations in Europe, based on data provided by prison and probation services.
25th anniversary of the collective complaints procedure under the European Social Charter
The event will provide space for a diverse range of leading stakeholders (governments, social partners, civil society, academia, other national and international bodies) to share their experience, challenges and good practices in using the collective complaints procedure to signal situations of possible non-implementation of the Charter in the countries concerned.

4 July, Strasbourg – The European Court of Human Rights will notify in writing 11 judgments concerning Albania, Armenia, the Republic of Moldova, Romania, Russia, Serbia, Switzerland and Türkiye.
4 July, Strasbourg – The European Court of Human Rights will deliver its judgment in the Grand Chamber case of Hurbain v. Belgium at a public hearing (4 pm).
The case concerns the civil judgment against Mr Hurbain, as publisher of the daily newspaper Le Soir, ordering him to anonymise, on grounds of the “right to be forgotten”, an article in the digital archives mentioning the full name of the driver responsible for a fatal road-traffic accident in 1994.
4-11 July, Strasbourg (European Youth Centre) – Some 60 young people will take part in this year’s edition of the Youth Peace Camp. The camp engages young people and youth organisations from conflict affected regions in dialogue and peacebuilding activities based on human rights education and intercultural learning during and after the camp.
Throughout the camp, young people will experience living and learning together and especially, to engage in dialogue with other young people affected by conflict. This experience will motivate them in their role as multipliers and peer leaders in peacebuilding and conflict transformation activities with young people in their communities.
In 2023, the camp will bring together groups of young people from:
– Cyprus (Greek-speaking and Turkish-speaking young people)
– Kosovo*, with a focus on Albanian-speaking and Serbian-speaking communities
– South Caucasus, in particular from conflict-affected regions and ethnic communities
– Both banks of the river Nistru/Dniester.
* All reference to Kosovo, whether to the territory, institutions or population, in this text shall be understood in full compliance with the United Nations Security Council Resolutions 1244 and without prejudice to the status of Kosovo.
5 July, Strasbourg – The European Court of Human Rights will hold a Grand Chamber hearing in the case Nealon v. the United Kingdom and Hallam v. the United Kingdom (9.15 am).
The case concerns the statutory scheme for compensation for wrongful conviction in the Criminal Justice Act 1988 as amended by the Anti-Social Behaviour, Crime and Policing Act 2014.
6 July, Strasbourg – The European Court of Human Rights will notify in writing 71 judgments and/or decisions concerning Albania, Armenia, Azerbaijan, Croatia, France, Georgia, Greece, Hungary, Italy, the Republic of Moldova, North Macedonia, Poland, Portugal, Romania, Slovenia and Ukraine.
12 July, Strasbourg – The European Court of Human Rights will hold a Grand Chamber hearing in the case Fabbri and Others v. San Marino (9.15 am).
The case concerns alleged delays in separate criminal investigations resulting in the alleged offences becoming time-barred.
