Reduction of methane emissions from the energy sectorAfter the plenary opening, MEPs will debate draft rules to cut the methane emissions of the energy sector with Commissioner Kadri Simson. The proposal strengthens obligations to detect and repair methane leaks. MEPs also want imported coal, gas and oil to be covered by the new rules as of 2026 and want the Commission to propose reduction targets for 2030. The vote on Parliament’s negotiating mandate – ahead of discussions with the member states – will take place on Tuesday.

Pressure on the EU budget from rising recovery costs, and new sources of revenueIn a debate with Commissioner Thierry Breton around 19.00, MEPs are expected to warn about the impact of rising recovery borrowing costs on next year’s EU budget, which may put flagship programmes at risk. They are set to stress the urgency of equipping the EU with new, so-called “own resources” to be able to cover all “Next Generation EU” (NGEU) recovery repayments in the coming years. MEPs will vote on two accompanying resolutions on Wednesday.
Debate on the proposed EU Ammunition Act
Starting around 18.00, plenary will give its first reaction to the Commission’s proposal to support and increase ammunition and missile production in the EU, in a debate with Commissioner Breton. Under the Commission’s proposal, the Act in Support of Ammunition Production will have a budget of €500 million.
