Register of Copyrights Shira Perlmutter has announced the appointment of Emily Chapuis as Deputy General Counsel for the U.S. Copyright Office, effective March 13, 2023. Chapuis will assist the General Counsel and Associate Register of Copyrights in providing legal guidance to the Office’s divisions, implementing regulations governing the administration of the copyright system, advising congressional offices and other federal agencies, and developing legal positions in copyright litigation and other matters.
Before joining the Office, Chapuis spent twelve years in private practice at Jenner & Block LLP. As a commercial litigator and a partner in the firm’s Content, Media, and Entertainment group, she developed extensive expertise in copyright law, including music licensing, rate-setting, and copyright infringement matters. Her practice focused on high-stakes civil litigation and regulatory disputes before federal trial and appellate courts, the United States Supreme Court, and other adjudicatory panels, including the Copyright Royalty Board. Prior to her time at Jenner, Chapuis represented unions in labor and employment matters at Bredhoff & Kaiser PLLC.
Chapuis earned a JD from Yale Law School and graduated summa cum laude with a BA from Tulane University. She served as a law clerk to the Honorable Nicholas G. Garaufis of the U.S. District Court for the Eastern District of New York.
