The President of Ukraine, Volodymir Zelensky, Minister for Communities and Territories Development, Oleksiy Chernyshov, and the Mayor of Kyiv, Vitali Klitschko, are invited to address members of Congress in a debate on the Russian Federation’s war on Ukraine on the afternoon of Tuesday 25 October.
Among the invited guests were Peter Burke, Minister of State for Planning and Local Government, on behalf of the Irish Presidency of the Committee of Ministers, Vit Rakušen, First Deputy Prime Minister and Minister of the Interior of the Czech Republic, Paul Scully, Minister for London and Minister of State for Local Government and Building Safety, Caroline Conroy, Mayor of Dublin, Ireland, Leyla Kayacik, Special Representative of the Secretary General on Migration and Refugees, and Veronica Thörnroos, Head of the Åland Islands Government, Autonomous Region of Finland.

The Congress of Local and Regional Authorities is an institution of the Council of Europe, responsible for strengthening local and regional democracy in its 46 member states. Composed of two chambers – the Chamber of Local Authorities and the Chamber of Regions – and three committees, it brings together 612 elected officials representing more than 130 000 local and regional authorities.
