This is a coordinated HQMC I&L, M&RA and TECOM message. International travel for official or leisure purposes is a challenging process. The process requires Marines, Civilians, and their dependents (known as travelers) to remain extremely vigilant before and during movement to prevent “No-Shows” or denial of travel when flying on AMC-PE flights.
2. Purpose. The purpose of this message is to provide reinforced requirements to travelers executing OCONUS official or unofficial travel aboard AMC-PE flights. These requirements need to be met by travelers in order to avoid being registered as a “No-Show” or being denied travel and consequently missing a movement.
3. “No-Show” Reasons. The list below are common and consistently re-occurring reasons as to why travelers are registered as “No-Shows” for the day of travel and/or are denied travel by AMC. Registration of “no-show” status and/or denial of travel can cause several days of delay while waiting for the next available flights.
3.a. Host nation COVID-19 travel requirements must be followed or travelers risk denial of travel (No-Show) and risk unnecessary delays and costs while awaiting travel. Ref (C) (https:(slash)(slash)www.fcg.pentagon.mil/) is the authoritative source for COVID-19 requirements. Travelers should regularly check the website for the latest changes. Be aware, the DoD Health Standards may not be consistent with the Centers for Disease Control (CDC).
3.b. Member fails to notify their losing Installation Personnel Administrative Center (IPAC)/Distribution Management Office (DMO) of a change or cancellation of their AMC-PE reservation when their OCONUS travel plan changes, resulting in a “No-Show”.
3.c. DoD Civilians and Marine sponsored dependents are not in possession of a Special Issuance Passport (SIP) for entry into many countries to include Japan. The SIP is different than a personally procured tourist passport and takes several weeks to months to obtain from the Installation Passport Agent. Until 30 September 2022, a memorandum from the Installation Passport Agent stating that the SIP application was submitted along with the traveler’s personal Regular passport (blue tourist) is permissible. Again, this temporary exception expires 30 September 2022.
3.d. Uniformed Marines are traveling either with an expired or no Common Access Card (CAC). Civilians and dependents are traveling with expired or without approved identification.
3.e. Travelers are executing Permanent Change of Station (PCS) travel without hard (paper) copies of official PCS orders with the appropriate fund cite and the Customer Identification Code (CIC). Accession Marines (Entry Level Training) departing from Military Occupational Specialty schools going OCONUS must have PCS orders for their first duty station taking them to the overseas location.
3.f. Travelers are executing Temporary Additional Duty (TAD)/Temporary duty station (TDY) travel without copies of their approved Defense Travel System (DTS) authorization (DD1610) with appropriate fund cite and CIC number. Travelers using Space Available need a copy of their leave documentation.
4. Impacts of “No-Shows”. There are several impacts when travelers fail to change or cancel their AMC-PE reservations as needed, or are denied travel due to non-compliance or for missing documentation. Revenue is potentially lost and there is an empty seat on the AMC-PE flight. An en-route delay causes travelers to incur additional costs for COVID-19 testing, lodging and meals, and creates additional stress to an already stressful movement process. Additionally, the OCONUS gaining unit is unable to execute a timely personnel turnover and the AMC-PE seat inventory is lost, potentially denying a seat to another traveler. This decreased seat utilization could potentially have a negative monetary billing impact to the Marine Corps from AMC.
5. Marine travelers are reminded that failing to plan and take corrective actions, as stated above, and becoming an AMC-PE “No-Show” (missing a movement) could result in adverse administrative action by the gaining command.
