DOCTORS, RESEARCHERS AND SCIENTISTS ARE MOBILISED TO FIGHT COVID-19

(AGENPARL) – HONG KONG, ven 27 marzo 2020

We have never encountered a health crisis such as this in the past century. In the face of this epidemic, all must respect the preventive measures and quarantine imposed by the Government. These measures will greatly limit the spread of the epidemic, protecting people who are most at risk (including the elderly and individuals with pre-existing conditions), and also relieve the pressure of the already saturated hospitals.

As this crisis is unique and has become a global issue, public decision-making must be informed by scientific expertise. For this reason, the President of the Republic rapidly set up two independent bodies responsible for advising him on the way forward that would bring this crisis to as quick an end as possible.

COVID-19 Scientific Council

The Scientific Council is made up of 11 members, all of whom are internationally recognized in their area of expertise:

  • Jean-François Delfraissy, immunologist and President of the Scientific Council
  • Laëtitia Atlani-Duault, anthropologist
  • Daniel Benamouzig, sociologist
  • Lila Bouadma, anesthesiologist
  • Simon Cauchemez, scientific modeller
  • Pierre Louis Druais, doctor of a surgery
  • Arnaud Fontanet, epidemiologist
  • Bruno Lina, virologist
  • Denis Malvy, infectious disease specialist
  • Didier Raoult, infectious disease specialist
  • Yazdan Yazdanapanah, infectious disease specialist

Used as a reference by the President of the Republic and the Prime Minister, the Council’s mission is to advise the relevant authorities on measures to be taken to curb the spread of the virus.

Quarantine of the population, closure of non-essential public facilities, closure of schools, etc. were all decisions announced by Emmanuel Macron in his last televised speeches that were previously appraised and validated by the Scientific Council.

This Council will continue to function throughout the crisis situation.

The Analysis, Research and Expertise Committee (CARE)

To counter COVID-19, many scientific, technological and therapeutic proposals have been made in the recent weeks including tests and trials for new treatments, therapeutic studies, and scientific leads towards the production of a future vaccine. In order to analyse the relevance of these proposals, the Government has set up the Analysis, Research and Expertise Committee (CARE) composed of 12 researchers and doctors, and chaired by Professor Barré-Sinoussi.

CARE is in charge of:

  • Giving an informed opinion within 48 hours to the public authorities concerning the proposals made by French and foreign scientists, and verifying that the conditions for deployment and distribution are met.
  • Soliciting the scientific community to develop proposals on the topics identified by the Ministries in charge of Health and Research.

CARE will also be responsible for supporting the authorities in their reflection of their ability to carry out clinical tests, and the appropriateness of a digital technology-based strategy of identifying people who have been in contact with infected individuals.

The Committee met for the first time this Tuesday, March 24, 2020 in the presence of the President of the Republic.
